1909-74:  1/1 to 12/31 (with various grace periods over the years)

Monthly Staggered Registration began 1/1/1975, expire "MAR 75" to

"NOV 75" based on owner's surname.  MAR-JUN had option of "76"

expiration.  New registrations since assigned under same system.

JAN, FEB, DEC not used.  DEC added 1/1/1984, issued exclusively

throughout 1984.  Starting 1/1/1990, new registrations assigned

previous month of next year, except February assigned JUN of same

year and March assigned MAR of next year.  "JAN 04", "FEB 01" seen.
